Birleşmiş Milletler’in Çin’le önemli bir zirveye hazırlandığı günlerde bu iki gücü karşı karşıya getirmek isteyenlerin komplo kurduğu anlaşılır. Bunun için Birleşmiş Milletler Genel Sekreteri(Donald Sutherland), gizli bir ajan olan Neil Shaw’ı (Wesley Snipes) araştırması için görevlendirir. Shaw ve patronu bu komplonun arkasında Birleşmiş Milletler’in Çin Büyükelçisi Wong’un olabileceğini düşünmektedir. Ama Wong bir suikasta kurban gider ve olayın faili olarak Shaw tutuklanır, hapishaneye götürülürken teröristler tarafından kaçırılır.Suikastın tek görgü tanığı tercüman Julia Yates’dir (Marie Matiko) ancak o da kaçırılınca Shaw’ın durumu iyice zorlaşır...
